3 tablespoons all-purpose flour
3/4 teaspoon salt, divided use
1/8 teaspoon pepper
1 (12-ounce) can NESTLÉ® CARNATION® Evaporated Milk
1 1/2 cups cheddar cheese
2 tablespoons freshly grated Parmesan cheese
1/3 cup instant rice
1 tablespoon chopped flat-leaf parsley
1/2 teaspoon paprika
1/4 teaspoon cayenne pepper
1/2 teaspoon dried oregano leaves
1 (16-ounce) can whole tomatoes
1 onion, chopped
1 (7-ounce) can tuna
  1. Preheat oven to 375*F.
  2. Melt butter in a saucepan. Blend in flour, 1/4 teaspoon salt, and pepper. Stir in evaporated milk. Cook until thickened, stirring constantly, then stir in shredded cheddar cheese and grated parmesan cheese.
